I agree, too small a population to be divided. Duplication or triplicating national initiatives such as Defence would not be cost effective.
Major shifts in populations numbers or demographics could change this into the future and there may well be an innate disposition for conflict amongst humans but I actually believe we will eventually become more homogenous, less divisive and even have less nations.
