Telstra never built the network. ADSL is merely an add on to that network. Public money via the PMG and successors built it at great cost to the consumers.
I'm no leagle eagle but my understanding of T1 is that Telstra should never assume TOTAL ownership and that the public who paid for it had every right to competitive access to it.
