Yes Saddam did lob some scuds into Isreal
BUT
the parts of history you have conviniently left out is that Isreal prior to this had a history of attacking Iraq and supporting its enemies.
No doubt you would argue these prior actions by Israel were justified but it could also be argued that the actions justified Iraq lobbing the scuds in.
