Once the plant is producing ree concentrate the issue is downstream. The perm mag manufacturing process is both slightly more complex and almost completely dominated by china. Gov's will need to offset midstream and downstream in order for end users to be competitive which is the actual bottleneck.
That doesnt mean that VML should be idle, which is probably THE contributing factor to the SP decline.
