There is a queue because EM1 knows that the "millions" of pre-registrations are fake and the only way they can justify having such a low subscriber count after launch us to claim the software is being slow-dripped to registrants.Essentially its a poor attempt at trying to keep their head above the water and trick the authorities so they can bail out with as much money as possible.
