Well the tribunal can make Jordan pay costs if they believe he's just trying to obstruct or delay the mine. Given his groups stated aim is to stop any new mines in the Tarkine, it's a no brainer that, that is exactly what he's trying to do. Problem is he's acting on behalf of a "charity group".....
