That vision of a local Tin/Tungsten Processing plant would be a great boost; possibility should progress to reality. Local Australian processing is already re-emerging. Kwinanna, Lithium. Arafura, Rare Earths espouse local refining etc. If Tas could establish similar, based on Hydro power, in a mining friendly state...we can only wish at this stage. The timing seems right. See what comes of WLF in this space. When King Island Scheelite was mined at it's peak decades ago, where was it's tungsten processed? UK, USA ?? Doubt China!!
