Thinking laterally. Paper census is paid for by Govt which ultimately is taxpayer $$. My internet has unlimited data, thus no extra cost to me. Even for those without such a plan the data cost would be negligible. Plus online should be more convenient (we thankfully submitted early before the system crashed), and online should be cheaper than paper based. Imagine the saving on paying for data entry from paper based forms, again paid for by taxpayers.
