you sound confused- the census cost us taxpayers millions just to convert it to online format.
the further dramas they had in trying to fine tune it cost us even more.
the paper version still existed as an option if you had no internet access. if you wanted to save your "download' dollars , you could have opted for this method.
the reason that the Census was a costly stuffup is because the same mob, IBM, who happens to have cost us taxpayers millions upon millions in the QLD hospital pay rate debacle, were surprisingly given the job of developing the software.
ps- that's where you should be looking into first for clues under the "Freedom of Information" Act.
