As for drilling during day light hours during Zambian winter... Bit late for that now lol...
They need to clear an area for a drill to be set up - might as well level out and build a small pad while they're are at it.
They apparently have the equipment there to do it and have engaged the services of an experienced "in country drilling contractor" who would no doubt be used to operating in these conditions - so can't see why the hold up.
I would guess that deciding WHERE to drill might be the real issue here.
