The reason that chemo is such a bad choice to use with a vaccine is simply because chemo targets rapidly dividing cells which is great because cancer cells are a rapidly dividing cell so chemo will target those cells.
However vaccines also activate the immune system to also start making rapidly dividing cells (for example T cells ) and the ones that are designed to attack the cancer are the ones dividing the fastest and so as those cancer targeting specific cells divide the chemo targets those much needed T cells.
Then those cells end up being produced with damaged DNA which has a profound impairment upon the abilty of those T cells to mount an effective response
