The regulation, issued in 2012 under the Dodd-Frank financial overhaul law, has mainly targeted the Democratic Republic of Congo, where several armed groups are said to still have mineral-rich areas under their control.
A change in such law, experts quoted by AP say, could either benefit the armed groups and escalate the potential for conflict in DRC or help regular citizens who have suffered the impact of companies choosing to do business somewhere else.

But the newly appointed chairman of the SEC, Michael Piwowar, has made it clear he thinks the best thing to do is to modify the rule. In his first official statement as acting SEC chair, he said this week the current guidelines were “misguided” and that its disclosure requirements have caused a de facto boycott of minerals from portions of Africa, with effects far beyond the Congo-adjacent region.
“Legitimate mining operators are facing such onerous costs to comply with the rule that they are being put out of business,” Piwowar said in the statement. “It is also unclear that the rule has in fact resulted in any reduction in the power and control of armed gangs or eased the human suffering of many innocent men, women, and children in the Congo and surrounding areas.”
His view echoes independent reports claiming that international regulations, such as the conflict mineral rule in question, have failed to prevent foreign firms and armed groups from profiting from illegal mining in African countries, particularly DRC.

I wouldn't be surprised if most conflict metals are rebranded/smelted and otherwise extracted and "de-guilted" in China, the current laws and guidelines have just enabled warlords to conduct their business as usual, lined the pockets of middlemen, made life more difficult for some legitimate african producers, made supply of these metals more expensive and distorted the basic supply/demand equation so by restricting supply they have just increased the potential profit margins for the DRC warlords whom already use slave labour and don't pay any taxes.

If they change or remove the law then that removes a slide from the roadshow of a lot of the juniour explorer Co cobalt hopefuls presentations whom were banking on public pressure and chain of custody laws to make their low grade uneconomic cobalt orebodies look attractive.

I've found out Africa explorers for Tin, nickel, cobalt, graphite and lithium are NO WHERE near productions albeit small percentage of exploration works compared to other metals.
No one could beat MLX. It's a chance to buy more for me.

Now I know Chinese smart ass businesses have been trading Cobalt and Tin at BLACK MARKET prices. They have depressed prices for too long.

I bet SEC will produce a positive report at the end of March. It will encourage Trump to simply the dodd-frank and to bar the policy for 2 years.

US decision will encourage more investments to tap into rare materials found in DRC. The more activities the more attractive the rare metals tin-cobalt that could stock the prices up aggressively.
