Hi Simon,
IMO it is difficult to have a Saas model for the service which is not consistently used or nor a part of enterprise process application but event based service. Meaning, you use it when you recruit and don't use when you don't recruit. Specially, for small companies which recruit very few resources a year it won't make sense to have continuous payment.
So I don't think they will ever go to Saas model or rather if it will be easy to sell. Thought it is not recurring as Saas and consistent as Saas but IMO it is best fit for the service they provide.
