Great write up! My biggest concern is that NOPTA recommendation leaves political wriggle-room in focusing too much on BPH's failure to keep up with work commitments. I know this was an issue for the state gov in 2016 but the recommendation from NOPTA was favourable in that instance. Now it may provide a avenue for Pitt to backtrack in light of political pressure and simply say it's because of concerns raised by NOPTA.
