They just didnt have the gold they thought they had . Not even remotely close. wouldnt have mattered if they had the 100 percent effective plant. Alchemy has not yet been proven , you cant make gold from rocks that were not carrying enough of it. If they had even got 40 percent of what they thought they had they could have produced some funds to keep going . all testing done at gekko showed the gold was supposed to be free milling with great gravity seperation and recovery. ( among the best they had seen was Quoted ) presumably they must have got the only decent gold mined out the joint.
