Dont want to complicate this issue any more than it already is
But end of the day, Decision is based upon minister's discretion - s111A, and unless you know what's going on in the minister's mind, then you cannot say which way it is going to go.
Sure it can go on appeal in order to quash the decision based upon a denial of natural justice, if any - doesn't mean NJ wont subsequently be followed, and then any resulting decision will be valid
