There's no reason why a machine learning model couldn't be trained with various features such as price, volume, the velocity of trades, etc. with data from known illegal trades to create a predictor system that might be able to classify questionable trades.
Data analytics and AI are being explored for use in other types of criminal cases. There was an interesting abstract published from the University of Texas Rio Grande Valley titled "Using Machine Learning to Analyze Patterns in Serial Killers".
