A JORC is needed if you want to raise funds only from the public.
If the company has enough money, they advise the Department of their in-house calculations, and conduct the EIS based on what they want to do, nothing to do on whether its profitable - just how many quoll they want to slaughter, and bilbeys they want to bury.
When it comes to corporate matters, or how commercial entities may behave, I suggest you confine your remarks to analysis of operations and geology where you have the relevant, and to be fair, admirable experience.
