Yeh makes sense....get two certifications done incase one fails. In hindsight I think if they went back they would of just got 3 companies to do 3 certifications at the very beginning but they probably didn't expect to fail and once they did they thought they should double up on the next one to be sure which doesn't look good but seemed like the best option - we will see...until then another day floating around 16cents
