COB is primarily responsible. He is the architect of the acquisitions, financing, and hiring the team.
Then the rest of the BOD. They have supported it at least in majority.
Then the CEO. She has been pumping, spruiking, and misleading investors unfortunately. This is the bidding of the COB but she had to do this to a certain extent or get fired or else work in an untenable environment that makes her leave.
Ditching the COB is in the interests of everyone - investors and employees alike. More might have to be done, but that is the essential first step.
