I believe you’ll find that 3e9 is the maximum feasible dose based on manufacturing and purity constraints. It’s not 3e9 in absolute terms, it’s a concentration. IMU may hit 3e9 without reaching the most efficient dose (unless improvements in manufacturing can be achieved). Hitting 3e9 with a therapeutic outcome would be outstanding and has not been achieved previously, ie some viralytics are safe at 3e9 but not effective, others are effective but toxic before reaching OBD.
