no, it's not ridiculously unfair (as you put it), Options are exactly that, options. You have the right to convert them to fully paid up ordinary shares any time you like before the expiry date. If a special div is declared and you haven't converted, you miss out. Kind of like following a footy team, you attend games, barrack for them, even pay supporter's club membership, but unable to attend or participate in any events for FULL members-only events... unless you join as a full member! So no, it's really not ridiculously unfair for option holders to receive a dividend as you do have the opportunity to convert... either when your gut tells you or anytime before that expiry date of the option...
