If you want to get technical, everyone does pay CGT because the tax rate is no different whether you day trade for straight profit and loss or invest.
Just the investor gets a CGT discount of 50% for stock held more than 12 months.
If both people made $200k on trades in the 12 months, their tax liability would be the same. (Ignoring individual deductions)
