It is all speculation from me but it is based on the facts he has announced. He tested the % related CR scheme at CHM, caused a huge crash and then applied it at IMU and RAD, but here at fixed 30% discount. Now he wants a free ride with 100% increase after he already done a 66% increase a few months ago. Now the next again is IMU. According to his pattern, yes 8.5b more shares to be voted on before getting issued.
Again, all based on his decisions, not on my made up ones.
