Nick, it's obviously hard to predict such a thing... but here's one way to conceptualise:
The current market cap is $206m. A licensing deal for Her-Vaxx would be worth some $ hundreds of millions, if not billions. There is a question of how that deal would be structured; an upfront payment with royalties upon commercialisation? A one off purchase of the IP and license?
In any case, if such a thing occurs it must put multiples on the SP immediately. Three times, or perhaps more.
As for the FDA IND application my guess is that takes the SP back to the $0.06 mark (assuming it happens before a deal does).
I'd be curious to hear others' thoughts on the above, but this is my read.
