I think you are reading too much as PH doesn't care, he didn't sell any even when the pps rerate to 15c after excellent clinical trial update for VAXINIA and also didn't buy any when the pps was as low as 4c then only sold 3% of his holding for tax purpose at 7c. He knows the big return can only be achieved by a T/O of the entire company given the amount of shares he hold and that's what he want, hence the issue of only $20M at 3.8c for assurance of only a quarter's fund with $40M cash remaining at the start of this year as it's make or break in the next 3-6 months.
