In that exact same article he is quoted as saying:
"Prasad said he wanted to see more stringent reviews, writing on X that “The FDA did nothing to speed gene therapy, other than talk about how they will use uncontrolled endpoints.But we want to speed effective gene therapy,notineffective gene therapy. The FDA had no solution for that.”
So, Maybe this will work in our favour as according to Prasad the previous administration wasn't speeding these up enough. All dependant on it actually being effective of course.

But it seems he's taking aim at Big Pharma pushing through drugs that shouldn't be getting pushed through. No wonder the XBI went down, but this encompasses more than just Cancer Research companies. It also says that Sarepta took a huge fall due to its Duchenne muscular dystrophy drug, as Prasad was critical of it
