The 14/10/2019 Notice of EGM announcement has an explanatory memorandum that lists 3 resolutions relating to the acquisition of Vaxinia and a global exclusive licence to CF33.
Resolutions 1 and 2 include the condition that shares will be issued "... upon allowance of investigational new drug (IND) application by the US Food and Drug Administration (FDA) in respect of CF33 and by no later than 30 June 2021."
Paul Hopper stands to personally be issued over 94M shares if this milestone is met.
As these resolutions were voted on, I don't see how they could be changed unless there was a further EGM to amend the timing. Given this, I would suggest that Paul Hopper's using all his sway to ensure that the FDA prioritises this IND application prior to 30 June. Any day now.
