    Mining giants BHP Billiton Ltd and Rio Tinto Ltd are "dogs in a manger" afraid of competition in the Pilbara, former Howard government minister Ian Campbell says.
    Mr Campbell has been named as the new head of an alliance of four junior iron ore companies seeking access to rail lines used by BHP Billiton and Rio Tinto so they can take ore for shipping overseas to a proposed port........

    The alliance members are Atlas Iron Ltd, BC Iron Ltd, Brockman Resources Ltd and FerrAus Ltd.
