Chinese government is taking several measures to tackle aging population. One of the main reasons that Chinese youngsters nowadays are reluctant to start a family is the rising cost of upbringing in China. Now that Chinese government is trying to alleviate the financial burden of children's education by banning private tutoring in some pilot areas, the next action I anticipate it to take will be controlling, if not reducing, the housing price. If high educational cost and housing pricing are not curbed, I think the third child policy will only have limited impact on aging population, as we saw in 2015 when the 2nd child policy was introduced.
