The Government lifeline is designed to keep daycare centres afloat. Parents just have to enrol their kids, they don't have to send them. In return for the enrolment the Childcare centre gets lower payment than normal and a chance to structure their business so that they can survive on less income. It's a simple response that gives them some breathing space. Rather than many failing at once, the vulnerable ones can fail slowly.
