Why is Gazettal of leases is unimportant?

Greetings everyone - I am new to this (IVZ) forum but as a shareholder have soem concerns.
Perhaps someone here can help.
I am perplexed as to the fall in the share price in the last week or two.
While the capital raising was a little bit of a surprise, I have no problem with that.
However, I am more concerned that the leases have not yet been formally gazetted.
I am even more concerned that we are charging into the drilling before they are gazetted.
It just seems silly to commit funds to drilling without actually having title to the assets publicly declared via gazettal.
I am very hopeful that IVZ unlocks a lot of gas and oil for the benefit of Africa and thus for us shareholders.
However, the prize is so big that I worry about it being stolen.
Can anyone please offer me an explanation of what I have missed and assurance that i should not be concerned?
