IMHO it is a racist thing -- IE one person gets in and they encourage others to get in and they made it hard for the white Australians so in not too short a time all the staff are from the same poor ethnic backgrounds and as the English language is not a requirement many of them are barely fluent in the English language and communication
A friend of mine was in the immigration dept in Canberra and she said her department ) not the bosses) were all of one nationality and she said that they control who gets admitted into the country by the simple process of putting certain files on the top all the time
It's not the staff officers that run an army it is the NCOs
Also I believe the "Australians won't work story" is just a suburban myth
What I do believe is that poor immigrants and F.I workers will not complain and work longer for less, and it is possible that the foriegn workers maybe employed by foriegn companies based overseas anyway
We will never know the truth but there is much that is wrong with immigration and the foriegn workers to the detriment of Australian
