    You say this as if funding from the German's is preposterous. Why? Not saying it will definitely come from them but they are certainly a candidate.
    They moved off nuclear energy to rely mostly on Russian gas. The conflict has accelerated their political views that they can't be reliant on Russia in the future. They are unlikely to do an about face and allow nuclear energy again, in part because I think they would be loathe to admit that the French have it right. So instead they have chosen to accelerate their renewable plans, many of their targets moving from what was previously 2050 to 2030. These are not new developments, all stuff that was quite public this year.
    Part of this expansion is wind energy, if you have been to Germany you would be familiar with how many wind turbines they have.     In order to facilitate such an expansion they could absolutely look to provide funding in return for securing supply.
