oneforthe...what would you do if u were China....
here is what I would do
1)maintain and increase the export quotas
2)continue to clamp down on the black market illegal trades
3)clean up the environment
4)encourage overseas companies to set up manufacturing in China with tax incentives and guaranteed REE supply
5)create additional employment opportunities for Chinese nationals thereby creating wealth and a settled happy nation who respect and admire their Government.
6)seek overseas REE acquisitions/JV partnerships thereby guaranteeing stockpile importing at opportune times and at the right prices

Yes the list of advantages following their present course of action is endless.......no going back now China has set the course and are in the process of building a power house of a nation by utilising their greatest weapon 'an affluent happy hard working workforce'.....power to the people.

All imho of course and LYC having first mover status is going to benefit mostly from China's forward looking futuristic thinking.
Yes China is certainly a leader amongst Nations when it comes to accepting the world is in a mess and MUST go green
thereby cleaning up air pollution with green technology
