    Yes that's correct sjl. We will actually use more chemicals in the process than we do concentrate so it makes sense, commercially, environmentally, logistically etc etc to take the concentrate to the chemicals rather than to take the chemicals to the concentrate. There are also issues around, waste disposal, access to skills, availability of services and the associated costs to be considered which is how we came to the UK. There was release on the decision back on the 6th of December 2016 "Rare Earth Refinery site selected in United Kingdom" which the article sjl pointed you to is based on.
