Thanks for that link, and as you wrote, it was a reasonable summary of the scene. The words "abandoned long term repayment plans" suggest that debtors who had a agreed to long-term repayment plans reneged. My understanding is that such debtors did not renege, but that debtors in fresh PDLs were loath to commit to agreed repayment plans. I think this reluctance has since waned.
