Nuclear thus remains the dispatchable low-carbon technology with the lowest expected costs in 2025. Only large hydro reservoirs can provide a similar contribution at comparable costs but remain highly dependent on the natural endowments of individual countries. clearly the IEA is referring to baseload generation which excludes renewable energy production
but you prob didn't bother to read that far into the matter simply going with the headlines.
add in renewable energy with large battery storage, which converts renewable to dispatch able energy, and renewable beats nuclear by a large margin.
we also need to be aware that IEA is related to IAEA, its nuclear cousin. the bias in IEA has always been evident.
