    Yeah if you read the report there is a section that explains what they mean.
    If you add the cost of electricity from existing nuclear power plants to the cost of electricity from refurbishing nuclear power plant to the cost of electricity to new nuclear power plant you get a figure that compares favourably with other forms of generation.
    Other countries have established nuclear industries while Australia has very little.

    The CSIRO report only considers the cost of electricity by comparing the levelised cost of new generation plant and equipment, not the old stuff.
    Australia doesn't have any grid connected nuclear power plants to refurbish.
    Our old coal fired stations are the ones with the sunk build costs.
