The Japanese people are hard working individuals. Hard work requires time effort and reward. If someone works really hard they respect the outcomes and rewards that comes with it.
This reward is the goal.
If someone takes, steals something because they believe they are owed something and they are not being rewarded.
This cycle is hard to break when someone believes they are owed something.
