perhaps it would be helpful to understand what that contract involved and how Bibby Stockholm fits into that picture

This is per their ASX announcement on the 13th April 2023 when they announced the award:

It appears that clicking through that link, the original contract for GBP 1.6bn was awarded in Feb23, and then there are few more schedules that are attached to this award with a variation made on the 5th of April which indicated an additional ~GBP22m specifically for the Bibby Stockhom (so this was a variation rather than an original part of the contract)

Even that variation at GBP22m looked to have been a very small part of the overall contract, but perhaps the difference was more direct responsibility for managing the barge then they would have had to do with just getting rooms for refugees........anyway, Bibby Stockholm seems to have been less than successful in housing anyone, but again this was a small part of what the contract was awarded for.

You should really revisit that 'slave contract ship' comment - yes all of this is not ideal including housing people on a barge, but if the UK is anything like Australia (and it appears that many countries are in a similar spot), then building has slowed through covid and not recovered while immigration, students along with refugee numbers have gone up significantly........you have to house these people somewhere, and perhaps the tory govt wanted to use Bibby Stockholm as a deterrent (like their rwanda solution), but ultimately it's a roof over your head that the govt is paying for (contrast that with what is happening in some countries in southern europe where they are pushing boats back to N.Africa and/or those that do arrive are working as slaves in some situations with little change of recourse (unlike the UK where there is still a vocal backing to provide some services to house these people).

Anyway, but ideal that CTD is caught up in this, but even it they weren't, someone else would take their spots and rob the govt blind (similar to how the offshore detention currently works)
