I'll tell you why, because it's run like a private company with a cheap tacky website and will not attract strong investor interest until the main shareholder reduces his holding, carefully consider his fiduciary duty and act in the best interests of shareholders.

Rather than company monies being wasted on a company share buy back campaign with the obvious intention of achieving nothing more than increasing the main shareholder's strangehold on the stock, money should have been expended in fast tracking production and gold bars should now be pouring off the production line.

If this company was professionally and competently managed the sp would be many times current levels and investors would be jumping over each other to purchase stock.
