Same reason Germany did . Resources and strategic interests Biden just said - "But think about what he has. He has eight time zones, a burning tundra that will not freeze again naturally, a situation where he has a lot of oil and gas, but he is trying to find his place in the world between China and the West.
Interesting Biden would mention the vast resources of Russia and the Russian relationship with China in the same sentence ? Not suggesting the US/NATO is preparing for an invasion a la Nazi Germany, but the US is putting tremendous pressure on Russia, pouring arms onto Russia's border, threatening massive sanctions, to cut them off from SWIFT etc etc.
Maybe the US is risking a catastrophic confrontation with Russia to force some concessions from them re resources and China, or a better scenario (the US assumes) would be the breakup of Russia into more manageable chunks or force a shakeup in Russian politics to replace Putin with someone more pro West.
