US funds/investors are selling O/S assets & repatriating the capital back to US (to pay their investor withdrawal claims/margin calls/bills etc).
When they sell an O/S asset they are paid in the local currency & then use that to buy US$. This creates higher demand for US$ increasing it's 'apparent' value.
Once this repatriation has run its course the US$ will resume its slide
