because the politics of giving the go ahead to the project could upset the governing parties re-election hopes. i think they are in favor of the project, but wouldnt want it to become a political hot potato.
im still unsure of whether the opposition would approve the lamp after the election if it still remained without TOL. i think they probably would at the end of the day.
