It definitely makes sense to farm out tennements to companies with smaller market caps, rather than to SIR, though I still would expect him to create a private exploration company of his own to consolidate the best ground.
He could go 100% by selling a few SIR or go to the bank and demand a wedge of cash 'yes Mr Creasy Sir'. He could even float a new public company and I'm sure there would be plenty of punters wanting in.
I suppose too, that he may already have a great deal of work on his plate so this farm out of tennements could also be a way of managing his workload? the Rineharts and Palmers of this world would gobble it all up for themselves, but we all have different ways of going about things
