You have totally lost the plot, where did i say that you said they had a jv, i clearly stated that They are not necessarily capable of making such a deal.

Companies often spend money to assess things, it,s called due diligence, doesn,t mean a deal will come. Hey look at teva they spent millions and still pulled out.
