The Company has been saying for a while that it does not need additional funds - other than expecting options conversion.
On that basis my expectation is that they do - and agree with JD Victoria - which is not normal - and I am sure JD will be critical. However they are finding out there is more work to do than they had anticipated - and the costs of same will be greater.
