They definitely need an app to bring traffic to merchants.
If you do a search on linkedin, they only have like 5 devs out of 83 employees in freakin' Israel... And the CTO was the tech lead of a company that developed a famous malware toolbar... Whereas 20-30% of the people in Afterpay, Zip and Sezzle are devs...
They seriously need more focus on tech, user experience and marketing. Don't they have $50M of fund? That's plenty for all these.
