My personal longer term case is that the idea the NBN will ever be "finished" is flawed.
The NBN was billed as a single infrastructure project, like a tollway, and as such it's required a date upon which everyone involved can stand back and say "all done now".
But the reality is that the NBN has more in common with a road network than a singular road - it's simply never truly 'finished'. There will always be some degree of expansion required, there's always more maintenance, and older technologies will always need to be upgraded to newer ones. It's just a question of how much is being done. There may be a drop off for a period so it can be declared 'finished', but that will only ever be temporary & the market will under-estimate how much work will continue to be available on the NBN.
Just my 2c though.
